A native of Swoyersville, Pennsylvania, Captain Volinski earned a Bachelor of Science in Biology from Wilkes University in 1997, followed by a Doctor of Dental Medicine degree from Temple University School of Dentistry in 2002. After seven years of private practice in northeast Pennsylvania, he was commissioned as a Naval Officer in 2009.
He reported to 2d Dental Battalion, Camp Lejeune in 2009 where he served as Officer in Charge of Building 65 Dental Annex. In 2011 he deployed with a dental detachment from 2d Marine Logistics Group to Afghanistan in support of Operation Enduring Freedom. While there, he served as Clinic Director for Forward Operating Base Delaram II providing dental support to US and coalition forces.
In 2016, he completed a two-year residency at Naval Postgraduate Dental School in Bethesda where he earned his certificate in Comprehensive Dentistry and a Master of Science degree in Oral Biology. He subsequently earned board certification as a Diplomate of the American Board of General Dentistry.
Following residency, he reported aboard USS Nimitz (CVN-68) where he served as Assistant Dental Department Head. During this operational tour, he deployed with Carrier Strike Group 11 to the Fifth and Seventh Fleet in support of Operation Iraqi Freedom.
In 2018, he accepted orders to Naval Hospital Bremerton where he was selected to serve as the command’s Senior Dental Executive. During this tour he provided leadership and oversight to four geographically dispersed dental clinics and served as a senior advisor to the Commanding Officer on all dental matters.
Captain Volinski reported in 2021 as Officer-in-Charge, 11th Dental Company Detachment, at Marine Corps Air Station Iwakuni, Japan, where he led dental operations supporting U.S. service members and their families. Prior to assuming command of 3d Dental Battalion, Okinawa, he served as Executive Officer, 2d Dental Battalion, Camp Lejeune from 2023 to 2025.
Captain Volinski holds both Fleet Marine Force Warfare Officer and Surface Warfare Medical Department Officer Qualifications. His personal awards include the Meritorious Service Medal, and Navy and Marine Corps Commendation Medal (three awards).
